Officials don’t know how to talk to people. Once in power, people adopt a certain behavioral model that is accepted in that environment.
It’s hard to recall any ministers or akims (mayors) in the last thirty years who were distinguished by their humanity.
“If they were cultured, they wouldn’t steal,” says Yermek Tursunov, a film director and writer who left the country six months ago due to escalating conflicts with the Kazakh government.
