Hundreds of billions of dollars siphoned out of Kazakhstan by oligarchs during Nazarbayev’s rule have yet to return to the country’s economy.
Alongside the security apparatus and state nomenklatura, oligarchs remain a key pillar of power today, continuing to control major sectors of the economy and financial system. Now, they are even granted the status of “investors” and provided with legal protection for their rights.
