Billions of tenge in recycling fees in Kazakhstan are being transferred to the accounts of state-owned companies, bypassing the state budget. This money, so to speak, is in a “gray zone” – spent without parliamentary or public oversight and without budgetary procedures.
Senate Chairman Maulen Ashimbayev publicly announced that 730 billion tenge in recycling fees were transferred to the accounts of just two state-owned companies – Zhasyl Domu and QazAvtoJol – in 2024-2025.
It is known that in the “old Kazakhstan,” recycling fees were deposited in private companies controlled by N. Nazarbayev’s family. After the reform, recycling fees are being collected by state-owned companies, but gray and shadowy schemes for utilizing these billions continue to operate.
