Most of the 25,000 state-owned companies are unprofitable and inefficient. They constantly receive state support from the budget.
Despite President K.-J. Tokayev’s decree on economic liberalization, state-owned companies continue to dominate in many sectors of the economy: the oil sector, transport, and energy.
At the same time, they are expanding their structure and bureaucracy. For example, the Samruk-Kazyna fund alone has 327 entities and a six-tiered structure of subsidiaries. And the number of management personnel in the Fund, even after reductions, exceeds 18,000 people.
