For decades, Kazakhstan has been subject to negative personnel selection among officials. Managers without the necessary competencies, education, experience, or moral character were appointed to their positions.
Quite quickly, these officials began to feel like they had “grabbed God by the beard” – they began to become insolent and behave rudely toward ordinary citizens.
A recent example is Kuanysh Toleukhan, Akim of the Shilikty rural district in East Kazakhstan region, who cursed at villagers on camera.
