People in Kazakhstan are unable to achieve justice at the local level — and are therefore forced to turn to central government bodies, including the Prosecutor General’s Office. However, the Prosecutor General’s Office, in violation of current legislation, does not conduct personal meetings with citizens.
According to lawyer Murat Adam, prosecutors are simply afraid to meet with people, because all their complaints would turn out to be justified. Meanwhile, written appeals to the Prosecutor General’s Office are not reviewed on the merits — they are redirected to the very same authorities that people are complaining about.
As a result, problems remain unresolved for years, and justice becomes impossible to obtain.
