During peak hours, Kazakhstan lacks its own electricity and is forced to import a significant amount from Russia, with a small portion from Kyrgyzstan.
Energy expert Asset Nauryzbayev believes the main reason for this is the lack of market relations in the energy sector. Electricity prices are set by the Ministry of Energy in a completely non-transparent manner. Manual market regulation discourages investors – no one wants to build new power plants in Kazakhstan.
